Delivery counts below come from the County’s October 2026 progress report. The plan-status snapshot (403 / 140 / 92) is dated July 24, 2026 and is retained as history; the October report does not provide a synchronized full project-status register, so no new remainder is calculated from it. Homeowner projects and sewer conversions are counted separately from community projects.

The County’s October 2026 progress report lists 142 completed community projects, 2,808 completed homeowner projects and 1,094 completed conversions to sewer. These are different measures; they are not added together as a single project total.
- Cocoa Beach Golf muck capping: Sand capping began June 22, 2026; the October report describes the first three-inch sand layer as about 90% complete. Construction milestone, not a measured ecological outcome.
- Eau Gallie muck dredging: Dredging began August 7, 2026; the October report describes it as about 40% complete. Construction milestone, not a measured ecological outcome.
- Sykes Creek muck dredging: Pre-qualification of the lowest bidder is under way; no construction percentage is reported.
These are implementation milestones from the County’s posted October 2026 progress report. A construction percentage is not a water-quality result, and a three-inch layer at one active project does not establish a universal cap thickness. Earlier snapshot: September 2026 report
The September 2026 report (posted for the September 18 meeting) listed 140 completed community projects, 2,697 completed homeowner projects and 1,035 completed conversions to sewer, with Eau Gallie dredging about 20% complete and the Cocoa Beach Golf first sand layer about 60% complete. It also recorded completed seeding of 24 million native clams across eight acres near Titusville; a seed count is not a survival estimate. September 2026 report ↗

We no longer display an arithmetic difference between them, because that difference was not reconciled to an official County balance and is not established as available or uncommitted cash. Why hasn’t all the money been spent yet?
Engineering, permits, procurement, contracts and construction precede final payment. Expenditure is a lagging measure of infrastructure progress. The in-progress category is not established here as a legally committed total.
